Proposition 23 - NoThis proposition would suspend Assembly Bill (AB) 32, passed by the Legislature in 2006, known as the Global Warming Solutions Act of 2006 which aimed to reduce California’s greenhouse gas emissions. The suspension would be lifted only once the unemployment rate falls below 5.5% for four consecutive quarters which will likely not happen for decades and would halt job growth in one of the fastest growing sectors of the economy, green jobs. AB 32 is also an important law for low-income communities and communities of color which are harmed worst and first by global warming. AB 32 specifically builds in protections for these communities which will be reversed by Prop. 23.Proposition 24 - YesProp 24 would repeal three recent tax laws that gave special tax breaks to California corporations that were to go into effect in 2011.Proposition 25 - YesThis proposition would lower the Legislature’s vote requirement from 2/3 to pass to a majority of each house to send the budget bull to the governor. Additionally in any year that the legislature misses their deadline, members of the legislature would be prohibited from collecting salary or reimbursements until the budget is presented to the Governor.Proposition 26 - NoThis measure would redefine many fees as taxes. Currently taxes need a 2/3 vote to pass, while fees only need a majority. This would shift the burden of environmental hazards from industry to the state making it more difficult to protect the public from pollution. |
